Endpoint manager not writing confiiguration files

I'm having a problem with the end point manager on a new 2.6.1 install. I've run setup-grandstream. When i go to create a phone in end point manager, it looks like everything works, but there is no cfg file created in the /tftpboot directory. I don't get any error messages. The end point manager is working fine for Cisco phones, so I don't think it's a permissions problem. Anyone run into this problem before? I'm not sure even what logs to look in to get started.

Yes and it works well, except for it still does not allow the use of the new template file. Any thoughts?
