after hanging up i don't want dialtone... possible?

I'm working on a little application internally here. What I want is that if I answer a call using the handset and then press the goodbye button I'd like the phone to stay in an 'on-hook' state.
What it does now is 2-3 seconds after hangup it selects Line1 and gives me dialtone. That is terribly inconvenient.
I have a little CPI application and I often am talking with someone and then, using the app, I click the hangup button (phone hangsup) and then I use the app to place an outgoing call which causes my phone to ring (as it should). However by the time my phone rings the IP Phone has already decided I must want to place an outgoing call and has selected line1. So the ringing for the call I actually places is on line2... line2 flashes but of course I'm still listening to dialtone for line1. Argh.
My Polycom IP-430 does what I want... hangup = hangup until I press the dial button or physically hangup and pickup handset. Using the Aastra speaker it does what I want. I expect using a headset it would also work as I want... but I'm using the handset and its driving me crazy :)
