Block certain users from calling out.

Is there a way to keep only certain users from being able to call out, but yet have them able to call internally?

There is no feature like that on trixbox Pro.

you should be able to change

you should be able to change the extension's context from 'from-internal' to a new one that removes all the outbound includes. See [from-internal-additional] in from-internal-additional.
On mine include => outbound-allroutes is the last entry. I'd copy everything above it to a custom context added to your extensions_custom.conf

That will not work on trixbox Pro. Those context's are in trixbox CE only.

There is no way to do this on trixbox Pro.
