Receiving "All Circuits Are Busy Now" On Outbound Calls to ITSP

Restarting Asterisk (using "restart when convenient") resolves this problem 95% of the time. Calls directly through the ISP using X-Lite are successful each time, leading me to believe it is a trixbox problem. I am running trixbox 2.6. How can I best troubleshoot and understand this issue? This is a low use system - we're receiving these messages when only one call is active, and that call is receiving this error. Supposedly we should be able to make an "unlimited" number of outbound calls over this trunk. I have not set any kind of limit on the trunk.
