very slow spoken audio

ok here's the issue, my numbers, for us and canada:

i'm running this on a
312MB RAM, 20GBhd disk
server. I use 2 different sip providors, and have
v2.6.1 ©2008 Fonality, inc All Rights Reserved.
installed on ip:
93.189.1.58
now the issue, any audio files that are voice seem to be going slow. Slow and distorted. I havn't tryed voicemail yet to see if recordings are slow. Is there any reason for this? I am remoting into the system being it's hosted in the uk. But i can't find any reason for this to happen. Could someone call the number and listen to it? It's going to the on a call for ext 4121 vm right now for that's how i have it set. I tryed to just use the voice that came with the system, the girl. I also tryed uploading a wav file (converted to the specks the web page told me to convert them when i was adding system recordings) and it still sounds slow.
Any help would be wonderful, please help soon with ideas.

not that i know of, how i have it hosted is with a dedicated box. It is hosted in london, i provide web hosting and so get large discounts on dedicated box's, and so have one dedicated just to asterisk and tricksbox. Can this be a software card or emulator i could install? Or would it be physical?

is this a clean install? If not, there might be something hosed with your kernel. Try a yum -y update all
Definitely could be timing.

Holy crap, you have the system unprotected and you list the public IP in a heavily searched forum. Surprised your box is not completely hacked by now.
Is this a physical server or a virtual server?
Suggest you lookup iptables and set an inbound access list for security, right now
talking about unprotected systems, just found one on google
